The French-Estonian cooperation program PARROT travel grants application round for 2023-2024 is open until 31 May 2022

PARROT is a French-Estonian science and technology cooperation program, which is represented and co-ordinated by the Ministry of Foreign Affairs of the Republic of France and the Ministry of Education and Research of the Republic of Estonia. The Estonian Research Council and the Department of Culture and Cooperation of the French Embassy organize work in Estonia.

The aim of the program is to develop research and technology cooperation between the two countries in all fields of fundamental and applied science, including humanities and social sciences. Since the first competition, the inclusion of PhD students and young researchers in projects is a priority for the program. Particular attention will be paid to scientific co-publications written within the framework of this project, which must mention the support granted by the Ministries of Europe and Foreign Affairs (MEAE) and of Higher Education, Research and Innovation (MESRI).

A public competition for joint research projects with a duration of 2 years is announced every two years. Co-operation partners must submit an identical English-language joint request to the responsible authority of both countries. The projects are evaluated by both Estonian and French expert committees. The final financing of joint projects will be decided by the Estonian-French Joint Commission.

Eligible expenses

The resources granted by France cover the payment of daily allowances and travel expenses for French researchers:

  • Daily allowances: EUR 125/day (including accommodation costs);
  • Travel: reimbursement of actual costs up to EUR 450 per return journey: France → Estonia → France, as well as insurance costs.

The resources granted by Estonia cover the payment of daily allowances and travel expenses for Estonian researchers:

  • Daily allowances: EUR 110/day (including accommodation costs);
  • Travel: reimbursement of actual costs up to a maximum of EUR 500 per return journey: Estonia → France→ Estonia, as well as insurance costs.
